I played 1.18.2 for the first time today and noticed the water texture was white in some spots. After some further investigation, I came to the conclusion that whenever blocks were waterlogged, the water texture turned white. I tried logging in and out of the world and re-loading the textures but nothing fixed it. I even tried quitting the game and starting it back up again and I still have the same issue. Whenever I break the grass or block that is waterlogged, the white texture goes away.
