The Bug:

Footsteps sounds are constantly produced and can only be heard by other players when standing inside the hitboxes of entities.

Steps to Reproduce:

1. Build the setup as shown in the attachment below. setup.png
2. Place a minecart on top of the rail and get two players and label them "Player A" and "Player B".
3. Get "Player A" to stand within the hitbox of the minecart by pushing it against the diamond block.
4. Have "Player B" stand close by to "Player A" and get both players to listen closely.
5. Take note as to whether or not footsteps sounds are constantly produced and can only be heard by other players when standing inside the hitboxes of entities.

Observed Behavior:

Footsteps sounds are constantly produced and can only be heard by other players when standing inside the hitboxes of entities.

Expected Behavior:

Footstep sounds would not be constantly produced and would or would not be heard by all players when standing inside the hitboxes of entities.
