Villagers fail to pathfind around azalea bushes

What I expected to happen was...:
I Expected for the villagers to congregate the bell as they usually do, despite some lush caves foliage nearby some of the paths

      What actually happened was...:
The villager repeatedly tried to jump up a 2 block cliff, with a moss block on the bottom and a non-flowery azalea bush on top of the moss block. They kept walking forward into the moss block while jumping as soon as they touched the ground. They continued to do this until I physically pushed them out of the way. After that, their pathfinding seemed to start working again. My guess as to why this happens is that the villager's don't recognize the bushes as a block with collision, much like carpet

      Steps to Reproduce:
      1. Have a setup that causes a villager to walk along a predictable path, with at least 1 jump required to complete it both ways
      2. Place an azalea bush on the higher elevation block that is next to the lower elevation block
      3. If done correctly, the villager should jump up and down repeatedly when trying to move up in elevation
