The Bug:

The durability of elytra is consumed when gliding inside water, lava, or powder snow.

When I get underwater with the elytra opened (not even moving) the durability starts going down every second.

Steps to Reproduce:

1. Locate a large, open body of water.
2. Obtain and equip elytra.
3. Switch into survival mode and begin gliding with the elytra into the water.
4. Check the durability of your elytra as you're gliding in the water.
5. Take note as to whether or not the durability of elytra is consumed when gliding inside water, lava, or powder snow.

Observed Behavior:

The durability of the elytra is consumed.

Expected Behavior:

The durability of the elytra would not be consumed.
