No enchanted loot when fishing

      In the latest snapshot I have been fishing for hours on end now with quite the fishing rod attempting to get a mending book. I now have a double chest full of nothing but non-enchanted items. Is this intentional? If so I missed this change, if not, please resolve ASAP
