Running clone command causes sticky pistons to spit blocks

      Sticky pistons should not spit out blocks unless it receives "1-tick pulse". However, it can spit out blocks when /clone command is running.

      Note: this is not consistent from what I can see - only works on some setups. I have attached a world that should trigger the issue.

      Steps to Reproduce

      1. Build a redstone clock circuit attached to a sticky piston with a block on the head
      2. Run clone command in the repeating command block set to Always Active
      3. Bad: Sticky piston spits out blocks
      4. Stop running clone command
      5. Good: Sticky piston acts normally, does not spit out blocks
