The Bug:

Particles produced from using boots enchanted with soul speed are inconsistently displayed for other players.

Steps to Reproduce:

1. Summon a large area of soul soil by using the command provided below.

   /fill ~7 ~-1 ~7 ~-7 ~-1 ~-7 minecraft:soul_soil

2. Get two players and label them "Player A" and "Player B".
3. Get "Player A" to stand still on the soul soil and have "Player B" watch them closely from a reasonable distance.
4. Get "Player A" to equip some boots enchanted with soul speed by using the command provided below.

   /item replace entity @s armor.feet with minecraft:netherite_boots{Enchantments:[{id:"minecraft:soul_speed",lvl:3}]}

5. Get "Player A" to run around on the soul soil and take note of how "Player B" can see minecraft:soul particles being produced.
6. Have "Player A" stand still and take note of how "Player B" can still see minecraft:soul particles being produced.
7. Have "Player A" jump a singular time without moving and then once again begin running around on the soul soil.
8. Take note of how "Player B" can no longer see minecraft:soul particles being produced.

Observed Behavior:

Particles produced from using boots enchanted with soul speed are inconsistently displayed for other players. They sometimes are never produced and other times are always visible even when players are standing still.

Expected Behavior:

Particles produced from using boots enchanted with soul speed would be consistently displayed for other players. They should only be visible for all players when a player is moving on the appropriate blocks.
