The bug
Custom player heads sometimes flash the default skin for a single frame when placed.
To reproduce
1. Give yourself a custom player head by executing the following command (replace (NAME) with your in-game name):
/give @p minecraft:player_head{SkullOwner:"(NAME)"}
2. Place it down.
3. Notice that it sometimes flashes the default skin for a frame before setting the custom skin.
Expected result
Only the custom skin should show.
