Summon an axolotl looking up by using the command provided below.

/summon minecraft:axolotl ~1 ~1 ~1 {NoAI:1b,Silent:1b,Rotation:[0f,-75f]}

Enable entity hitboxes by pressing "F3 + B".
Take note as to whether or not axolotls render outside of their hitboxes when looking up or down.
