The HasVisualFire flag doesn't cause any mobs that are naturally fire resistant to be visually on fire although they're not on actual fire. The flag does actually work on them but doesn't really show the visual flame on them.
To reproduce
- Run the command
/summon minecraft:blaze ~ ~ ~ {HasVisualFire:1b}
→ Visual fire on the mob is not shown
- Run a /data get command on the mob
→ It will say that the flag is set to 1b.
Mobs
- All nether mobs (except for piglins and hoglins)
- Withers
- Shulkers
- Vexes
- Ender Dragons
This also appears to affect other entities, as well as item entities that are also naturally fire resistant, such as netherite items (MC-232526).
