Minecraft ocean (around a temple) overloads the 247 sound limit of the sound engine, causing some sounds to be unable to be heard

      Description

      I've recently noticed that the sound limit of 247 (f3 menu) is overloaded when around or in an ocean monument, I presume its from the whooshing sounds of the guardians as no other mob or item makes that sound.
      It seems like sounds are unloaded as the number jitters while increasing, until it hits the limit, where sounds cease to fire, and all I can hear is whooshing, while me walking is literally silent.
      I play on a paper minecraft server, although this shouldn't be affecting this bug, if anything reducing it as servers are known to lag more than a client.
