Steps to reproduce:
Create objective that counts jumps:

scoreboard objectives add jump minecraft.custom:minecraft.jump
scoreboard objectives setdisplay sidebar jump

Give yourself jump boost effect 128 or higher:

effect give @s minecraft:jump_boost 1000 128

-  Jumping with effect active doesn't increment jump score even though you actually jumped.

P.S: You can actually see small movement up by sprinting and jumping at the same time.
