When using the /setblock or /fill command, the placed block does not allow for block updates. For example, in the video, I placed a repeater down manually that finished a circuit lighting up redstone lamps to show that my block updates were working naturally. Then, I activated a command block that placed its own repeater using a /setblock command, and the circuit was not completed, despite it being the exact same circuit as the manual one.

I don't know if this is a classic case of, "It's not a bug, it's a feature" or not, so I'm just putting this here in case it isn't.
