when i was using 1.6.1 (i was making a kit server and i was trying out a kit with more health it kept reseting to normal health after about 10 seconds

it should have kept at the changed health

the heath of ny player reset to usal 20 health instead of the 40 i was wanting to use

Steps to Reproduce:
1. do cheat /effect username 21 ### ##
2.turn on survival wait about 15 sec and the health u regenarated with the effect should lose all so it is at reg 20
