Naturally generated pointed dripstone sometimes spawns with tip_merge blockstate in wrong places

      Bug:

      Some pointed dripstone stalagmites and stalactites generate with thickness tip_merge instead of tip, despite not being part of a stalagnate. This causes issues with some blocks such as lanterns and torches, since you can place them above or below the speleothem and they end up instantly breaking (since that updates the blockstate to the correct value which doesn't allow placement).

      An example of bugged generation on both stalagmites and stalactites is attached.

      Steps to reproduce:

      1. Generate a world with the Dripstone Caves biome and go into the caves.

      2. Explore for a little bit - this bug is pretty common so it shouldn't be very difficult to find a speleothem with the wrong blockstate.
