The Random Tick Speed gamerule now can be changed to an extreme value, meaning a value like 1000000000000000000 works. When this is done, the tick speed breaks. Commands do not activate, hoes do not till dirt, seeds do not grow, etc. When saving and exiting a world with this issue, the game stays on "saving world" infinitely.
