You can see in the pictures, I made simple entity rotation marking thing, using area_effect_cloud.
Function gets cows Rotation data and summons area_effect_cloud with "RotDummy" tag ^^^3 blocks away. Then another function finds the area_effect_cloud with the tag and runs particles. The particles also with the area_effect_cloud are not moving unless the cow isn't moving.
Also if you try /data get entity @e[type=cow, limit=1] Rotation
and try to attract the cow with wheat, rotation didn't change unless the cow isn't moving.
