What I expected to happen was...:
The fishing rod would be enchanted using the lowest level option that only required 3 levels and took away 1 level.

What actually happened was...:
The enchantment description didn't appear when I hovered over the option and clicking it did nothing. I enchanted an axe first and THEN it let me, but I unenchanted it because I didn't like the enchantment and I can't enchant it anymore.

Steps to Reproduce:
1. Put a fishing rod and 1 lapis in an enchantment table.
2. Try to click on the top enchantment, the cheapest one.
3. It won't work

Edit: I enchanted two other items and then tried and it now lets me enchant my fishing rod as many times as I want. This is still a bug though because you shouldn't have to do that
