Rain continues to fall through blocks, which was also a bug in the 1.16 snapshots.  That bug was resolved, but if you did not play on the snapshot in which it was resolved, it seems that the bug still exists in 1.16.1 with blocks which were placed in the snapshots.  It does not seem to happen with new blocks that have been placed in 1.16.1 - only items placed before the update.
