Spectator Mode stops Minecarts when trying to clip through

      Description

      What I expected to happen was that I can clip through a minecart in spectator mode

      What actually happened was the minecart stopped moving when I clipped through on spectator mode

      Steps to Reproduce:
      1. Set up a set of rails
      2. Use any kind of minecart
      3. Go to spectator mode
      4. Clip through the minecart the minecart will stop
