The bug
When exploring jungles, I notice the ones with cocoa pods on them have the pods very low on the tree, often just one block about the ground.
Before 1.15, usually the cocoa pods spawned high up on the tree or midway. I don't know if this is intentional or not.
All cocoa pods in the screenshots are naturally generated.
