I removed the shader patch in my attachment, and it still acted like it existed. Also works if you add another resource pack into the folder.
How to reproduce:
1. Remove a resource pack from the folder
2. The game still acts like the pack is still in the folder.
3. When trying to load the resource pack by clicking done, it would load it but the pack wouldn't appear.
4. Clicking done again would also cause the game to try and load again.
5. Add another resource pack into the folder.
6. The pack doesn't show up even if you hit done and come back.
Edit: Manually dropping a resource pack into the resource pack screen still works properly. Pressing F3+T would cause the resource pack screen to update.
