[Bedrock Parity] Sugar Cane Doesn't Grow with Bonemeal on Java

      One of the parity changes of the 1.16 snapshot made blocks like kelp grow with bonemeal when you use the bonemeal. Something that was left out when you grow something with bonemeal was sugar cane. However, this feature in bedrock edition was implemented before Buzzy Bees but the feature was changed in the Nether Update for Java. That means it was explicitly changed (or forgotten) as a feature that works differently on both platforms. Kelp and sugar cane in 1.15 both do not grow with bonemeal. However, in 1.16, only the kelp will grow with bonemeal.

      What I expected to happen was...:
      Sugar cane would grow if you use bonemeal on it.

      What actually happened was...:
      It doesn't do anything.

      Steps to Reproduce:
      1. Place sugar cane and kelp in their proper locations
      2. Bonemeal both sugar cane and kelp
       => Sugar cane doesn't work
