In order to reproduce this bug.
(Images listed will correspond to this list)

If in Creative mode:

1) Get water bucket
2) Place water bucket down (I put it in a hole so it doesn't spread)
3) Place water bucket down again in the same spot. (Where the source block is)
4) If you hold down right click to continuously place buckets (in creative) then it will continue to spam water particles.

If in Survivial mode:

1) Give youself two water buckets
2) Place one down
3) Place second one down in the same place as the first.

In both cases you will see the water particle effect as if you were breaking the water.

This bug affects both water and lava.

There are multiple views of the water, and one picture to show that it affects lava.
