Running redstone wire into a hopper does not enable or disable the hopper properly. When redstone signal is updated, whether off or on, the hopper remains in the status in which it was placed. If placed next to a powered wire, hopper remains disabled whether or not the power stays on. If placed without a power source, hopper remains enabled regardless of other redstone placement and powering.
North/south and east/west placement does not affect it. It happens in Creative mode as well as Survival, single- and multiplayer. Bug is also present in at least the two previous snapshots, 20w17a and 20w18a (I haven't checked in others).
To recreate:
Open debug screen.
Place hopper. Place redstone wire adjacent to hopper. At other end of wire, place lever. Observe unpowered (enabled) status of hopper. Activate lever. Observe that the hopper is still enabled, though it should be disabled.
Break hopper and replace while redstone is still activated. It will be disabled as it should be. Turn the lever off. Observe that the hopper is still disabled, though it should have updated to the enabled status. Breaking and replacing it again will update its status.
