piglins can't get into boats

What I expected to happen was...:
I wanted, in prep for a farm, to put a piglin in a boat to easily transport it.

What actually happened was...:
The piglin, instead of sitting as mobs usually do in boats, just shifted to the midle of the boat but didn't sit down. then it just wandered away.

Steps to Reproduce:
1. spawn a piglin and get a boat
2. place the boat and push the piglin in it
3. you have a piglin that isn't sitting in the boat
