What I expected to happen was...:
That the fish would fall and die of fall damage

What actually happened was...:
He got out of the water and flew back to it

Steps to Reproduce:
1. Make a giant cube of water 17 blocks tall and 8 blocks wide in a river biome;
2. From top to bottom, place signs on the 10th block to stop the water;
3. Wait for a fish to spawn. If he get out of the water and don't fly, wait for another one.
