Fishing rod malfunction

What I expected to happen was...:
Fishing rod should be able to reel in to get a catch

What actually happened was...:
Fishing rod doen't reel in when fish get's to hook

Steps to Reproduce:
1. Fishing rod works normally when throwing hook to the water
2. Reeling is possible when hook is empty
3. Reeling in stops working when fish gets "hooked"
4. I'm using enchanted rod and my level is 99 (peaceful)

5. Problem started with latest update. Fishing worked fine on 20w17a.
