When turned on, then turned off water will remain the color it was when it was turned on and lava will be ghave the same effect but only on the sides of source blocks and flowing blocks, not the top or bottom of it. Repeating the process will have the same effect, but the color of the water and lava will change. When logging out and logging back in, the problem will not have been fixed. As far as I can tell no other blocks are effected in the same way.
