Some fishes can't move and those ones makes unbelievably loud swimming sounds ,

The sounds are in the "peaceful mobs" category and the loudness of these swimming sounds is the same whatever the percentage on "peaceful mobs" is (except 0% , the sound isn't here)
I tried to catch some fishes that did that "can't move and make loud sounds" with a bucket and free them again but they keep being motionless and making loud sounds.
