I have not been able to get dungeons to generate under any circumstance in superflat worlds

This should generate 64 layers of stone with dungeons, no dungeons generate

minecraft:bedrock,64*minecraft:stone;minecraft:plains;dungeon

This is also true of Tunnelers' Dream, Overworld, Desert presets

The issue stems from there not being caves in which to generate dungeons from, superflat worlds need a way to generate caves or being able to generate dungeons not next to a cave.
Considering the option exists it seems like it's meant to be possible to generate dungeons somehow.
