What I expected to happen was...:
It shouldn't lag when placing/breaking blocks near the kelp.

What actually happened was...:
I get lag spikes when placing/breaking blocks near kelp.

Steps to Reproduce:
1. Find kelp or place kelp, ( Quiet a bit, just like natural generation)
2. Place or break a block near kelp.
3. Lag spike should occur.
