When using a flint and steel or fire charge, fire will not light on the sides of any new nether block. Since the behavior of the stem blocks (and the stripped variants) is like wood, fire should interact with it the same way. Nether wart and the warped variant also only allow ignitions on the top of the blocks and not on the bottoms or sides like leaves would. I tested this myself in the overworld only, and did not use explosions of any sort, only flint and steel and a fire charge.
