What I expected to happen was that when I accidentally drove my horse into the water, I thought I could tie it to a fence. I had a stack of leads in my inventory, so it should of worked.

*What actually happened was when I drove my horse into the water, I was forced off of it. I tried getting back on it. but it wouldn't let me! I tried leading it out, but it wouldn't move. Then I tried placing two fences on top of each other so I could tie the lead to it, but the fence wouldn't place! Then I pressed f5 and I was sitting!

Steps to Reproduce:
1. Drive your horse into the water. When you get there, make your horse jump into it.
2. It takes a few tries, but sometimes when you get kicked off the horse you will be sitting in the water.
3. When you are sitting, you can't place blocks, sprint, ride horses, or ride minecarts and pigs.
