Broken Shield in off-hand glitches right-click items

If you have a shield in your off-hand, and an item breaks the shield, the game won't correctly let you use right-click items in your hotbar. Attempting to eat a Golden Apple, or use a bow for example, causes it to play the animation but not actually do anything.

After failing to use the item once, the glitch goes away unless you break another shield.

The bug does not happen when the shield is broken in the main hand, or if you move the other item you want to use after the shield breaks (E.G., moving that item into the off-hand or another hotbar slot)

You can easily recreate it by doing the following:

/give @s minecraft:shield{Damage:335} (very low durability left, should break in one hit to make the test easier)

/give @s golden_apple (or bow, crossbow, any right-click item I've tested)

Put shield in your off-hand, block an attack so it breaks, and then attempt to use the other item.
