Basically, when you type the /effect command, the length for how long you want the effect doesn't match with: saturation, instant health, and instant damage

What I expected to happen was...:
I expected that when I typed 100 seconds, I would get 100 seconds of those effects

What actually happened was...:
It gave me ony 5 seconds of those effects (saturation, instant health, instant damage)

Steps to Reproduce:
1. Type the command /effect give @p minecraft:saturation 100 0
2. That should give you 100 seconds of saturation, but it only gives you 5
3. This also happens for instant health and instant damage
