Level 1 enchants have duds, as in sometimes they have no effect and can't be selected. Nothing happens when I click on them. 

As seen in the picture, the enchantment is highlighted but no effect is showing up, and clicking on it does nothing.

The only workaround is to enchant a different item to refresh the available enchantment pool.

This happens occasionally, not every time, but it's common enough to have happened to me 3 times in under 10 hours of playing.
