If you do the command /give @p minecraft:player_head{"SkullOwner":"_"}, the game immediately crashes. If the skull gets placed in your hotbar, the game crashes while attempting to load in. If it's in your non-hotbar inventory, the game crashes as soon as you try to view your inventory in any way. Tested on both 1.14.3 multiplayer server and 1.14.3 singleplayer. (The server doesn't crash, the client crashes.)
Reproduced using both my friend and me. My friend's running Win10 with Oracle Java 12, and I'm running Arch Linux with OpenJDK 12.
