This happened in an ice spikes biome surface generated buffet singleplayer world.

I was building a village forĀ fun in a single player world, and I used a fill command to place a bunch of stonecutters so that the villagers would get jobs. Then I threw some items while standing on the stone cutters and noticed that they slid around like the stonecutter was made of ice. I experimented a little bit, and they acted normally unless the stonecutter was on top of ice, packed ice, or blue ice
