Various underground/enclosed areas appear lit by daylight and have a sky light level >0 despite having no line of sight to the sky or outside. (screenshots from inside my mob farm)
this is not the first time i have encountered this in 1.14, I encountered it first in some caves at another location.
the light appears to emanate from specific blocks, and the issue can be temporarily resolved by finding (not easy, need to use a grid system to see where walls block the light), covering, and then uncovering these blocks. The issue has returned after being fixed before multiple times now.
it most recently re-appeared after i placed the two stairs seen in the two most recent screenshots. this is at the bottom of a ~24 block deep, 2x2 shaft that goes straight down from the middle of the spawn chamber where the bug is occurring. it re-occurred in the same light pattern pictured in earlier screenshots
Note: while screenshots have been taken using the "dokucraft" resource pack, the issue persisted after switching to default.
