Skeletons & strays can't shoot entities that are in the same boat as them, but only when the boat is facing north, south, east, or west? Instead, the arrow only appears briefly  behind the skeleton's head and makes the "twack" sound despite not hurting the player or sticking into any nearby blocks.

Same thing happens if you put a baby turtle in the boat with it, but that also makes the skeleton's arms look weird.

Orienting the boat northeast, northwest, southeast, or southwest seems to fix this (??)

Seems like unintended behavior since most mobs (including other bow-weilding ones - pillagers) can attack players from within boats.

      How to reproduce:

      1) Spawn a skeleton in a boat

2A) Board the boat and enter survival mode

2B) Put a baby turtle in there with it

(make sure you're aligned with either the X or Z axis)
