This mainly happens in shallow oceans with kelp. The system is a mac, and the version is 1.14.2.

When, say, a villager or a cat walks into a waterlogged kelp or seagrass, they will be fine until they start to move. When they do, they start spinning around, usually requiring the plant to be broken by the player. This does not work unless they stop on the block. If they do not stop, then they will pass through it like they should.
