When I mine blocks or kill mobs, items do not drop. I can place blocks as normal, and blocks such as gravel still drop when they fall on a torch. I can throw items and pick them up as normal, and ores and mobs still provide experience orbs that can be collected. I am using the correct tools, and I am playing without cheats so gamerules cannot be checked.
