I have tested this out in what seems like every Minecraft environment possible, I have noticed that the "Stutter" or major frame drops which freeze the game for a second, usually happen when effecting movable blocks or blocks with light. This stutter is also apparent just simply placing blocks, although to a lesser extent compared to when I place or break torches.

Unconfirmed
First of all, I want to say that I have literally tried everything out there to get rid of this stuttering and I have realized that it is not on my end. I would imagine specs are important, so here are mine:
16gb DDR4
GTX 1080ti Strix
Intel i7-6700k
This stutter reaches an acme when breaking or placing blocks near a light source, but even simply loading chunks does it at this point! Please, I have been struggling with this problem for the greater part of 6 years, and I don't know if I can deal with this stutter any longer. I have adjusted everything on my computer, including vsync and things like that, but still experience this issue. I am not the only one, my friends with "beefy" computers also report the same findings.
