when mobs are unable to pathfind over rails although if spawned or pushed onto rails. They are able to walk over them.

Mob behaviour
In my testing I used zombies as their ai is able to guess what they should be doing. The rails are acting like walls until they are able to get over them and then they have no problem pathfinding to the villager.
I also tested creepers with cats and got similar results.
