During 1.14.1, I had reset the world spawn point with /setworldspawn and it worked as expected. The spawn was a 0,72,0.
After I updated the minecraft server from running 1.14.1 to 1.14.2, respawning at the spawn point went instead to the next clear space under the point.. an empty room at 0,65,0. I tried to reset the spawn point, but the command did not appear to change the spawn point to anywhere. I filled the column of blocks under the desired spawn point with bedrock. It jumped to a point further below. My solution was to fill the entire column at x0 z0 with bedrock.
I tested this issue with Windows 10 Java under Creative and Survival modes, and a friend tested with the Mac OSX Java version under survival, and the issue was present.
I then restarted the server with 1.14.1 again, and the world spawn point works as it should. I removed part of the bedrock column, and the world spawn point again worked properly.
This leads me to believe that 1.14.2 can handle the world spawn point incorrectly.
