Let me explain a little bit, considering my Environment:
When I want to use key combiations like F3+Q to have the debug key bindings, I actually have to press F3+A because that's where the Q is on the QWERTY layout, but I am using the French AZERTY layout and the A is where the Q is, so using these keybindings is actually a little bit painful without knowing the QWERTY layout by heart.

Same problem when I want to select all in the chat using CTRL+A, I actually have to press CTRL+Q on my keyboard because that's where the A is in the QWERTY layout, which is very annoying for people used to their layout.

Also, that wasn't an issue in old versions of Minecraft, if I start 1.8 for example, everything works perfectly.
