Created a new Realm.  Difficulty set to Normal, Mobs Spawning: ON.

Time is not passing. The sun is not moving in the sky. Mobs are not spawning, even from spawners. I've searched dozens of issues, and other than the issue of 'Render Distance', which doesn't affect anything, I've not found anything similar to this.
