In minecraft 1.14.1, the mobspawning is absolutly massive and unbalanced with a low chunk level.

Best way to repoduce: 

Create a new world in 1.14.1

Go to options>video settings>render distance and put in on 3

Create a nether portal and go in

Keep without moving above 1 minute

Put your render distance normal again (9 chunks recomended)

See more than 20 pigmans literally in front of you

This bug can be reproduced in overworld and end too, but i tried on the nether because there is always spawning pigmans (you can try it in the end with endermans and get the same result)
