At least I think that's (what ever I wrote in the title) what happened. I made a 2 tick clock (5 pulses per second), then I placed a comparator and then I saw the comparator stayed on. I broke the comparator and placed it back. This time it stayed on so I did it multiple times. I then found out when you place it, it will take whatever state it starts reading from the redstone dust behind it and stay in that state the whole time.
I tried with a slower clock, a 4 tick clock (2.5 pulses per second,) and it worked fine.
